1060.07 UNCOLLECTED GARBAGE OR REFUSE; DECLARATION OF NUISANCE.

Burning, fermenting, putrefying or odoriferous garbage or other refuse in containers or dumped in the open is hereby declared to be a nuisance and the person or persons responsible for same shall be liable to prosecution.
