1060.01 DEFINITIONS.
   For the purposes of this chapter the following definitions shall apply:
   (a)   “Commercial operator” means any person who owns and/or operates a business, whether public or private, for-profit or not-for-profit, and includes the owners and/or operators of multi-family residences and all other persons, other than householder, upon whose premises garbage, refuse and/or recyclables is or are created.
   (b)   “Garbage” means all putrescible wastes, except animal carcasses or offal, human excrement, sewage and other water-carried wastes, and grass clippings, leaves and other yard and garden wastes. The term shall include all putrescible wastes from all premises, whether residential or business.
   (c)   “Householder” means the head of a family or a person maintaining separate living quarters and includes owners, tenants and occupants of all premises where garbage, refuse and/or recyclables is or are created.
   (d)   “Premises” means land or buildings or both, or parts of either or both, occupied by a householder or a commercial operator.
   (e)   “Recyclables” means all refuse that the Village Manager designates from time to time as being made up of materials that can reused to extend their useful life, and that are to be stored separately from all other garbage and refuse. The term shall include all materials so designated from all premises, whether residential or business.
   (f)   “Refuse” means all nonputrescible wastes, except wastes excluded from standard disposal services and/or classified as hazardous by a government agency, wastes for which special disposal facilities are provided by the County, wastes that result from industrial processes, and wastes that result from demolition or construction operations. The term shall include all nonputrescible wastes from all residential premises, whether the wastes are stored in approved containers or the wastes are bulk items too large for such storage. The term shall include all nonputrescible wastes from all business premises that can be stored in approved containers.
