SECTION 90. TRANSFER OF RECORDS AND PROPERTY.

All records, property and equipment of any office or agency, all or part of the powers and duties of which are assigned to any other office or agency by this Charter, shall be delivered to the office or agency to which such powers and duties are assigned.
