§ 808.22  DISCRIMINATION PROHIBITED.
   (a)   Subject to exceptions as provided by law, a franchisee shall have a rate structure for subscribers that is uniform throughout the geographic area in which cable service is provided over its cable system.
   (b)   No franchisee may, in its rates, deny, delay or otherwise burden service or discriminate against subscribers or users on the basis of age, race, creed, religion, color, sex, handicap, national origin, marital status or political affiliation, except for discounts for the elderly, the handicapped or economically disadvantaged groups that are applied in a uniform and consistent manner.
   (c)   A franchise shall not deny cable service to any potential subscriber because of the income of the residents of the area in which the subscriber resides.
   (d)   A franchisee shall not refuse to employ any person, nor discharge any person from employment, nor discriminate against any person in compensation or in terms, conditions or privileges of employment, because of age, race, creed, religion, color, sex, handicap, national origin, marital status or political affiliation.  A franchisee shall comply with federal, state and local laws and regulations governing equal employment opportunities, as the same may be from time to time amended.
