The method of assigning numbers by the City Engineer shall be as follows:
(a) The unit of measurement for house numbers shall be ten feet;
(b) The axis streets shall be North and South Detroit Streets, and East and West Main Streets, with the ordinate distance being zero at their centerlines;
(c) The ordinate for all base streets shall be obtained by measuring the distance, on an accurate map, from the appropriate axis street to the base street centerline. In some cases involving special streets, the ordinate at the base street may be zero, if so determined by the City Engineer and recorded in his or her files as such;
(d) On all standard streets, the house numbers shall be even numbers on the north and west sides of the street, and odd numbers on the south and east sides of the street. On special streets, the City Engineer shall determine which sides of the streets shall have even and odd numbers, and in cases of a curved or circular street, the numbers shall remain even or odd on the right or left side of the street, as traveled from the base street;
(e) Each building shall use the house number calculated from the ordinate number, and, in cases where there are two or more entrances for separate living units or offices in one building, there shall be two or more numbers for the building;
(f) Upstairs apartments or offices and rear buildings may be designated by adding one-half to the house number obtained from the appropriate ordinate number; and
(g) To obtain even house numbers, the ordinate number for the specific entrance shall be divided by five. To obtain odd house numbers, the even number shall be calculated and then one shall be added to such even number.
