The City Engineer shall assign numbers to all existing buildings, residences, apartment units, offices, business shops and manufacturing establishments and shall notify the owners or the occupants thereof of such numbers so assigned. Public utilities operating within the city and the United States Post Office shall be furnished a list of the numbers so assigned within the city. Numbers of buildings and other structures or units hereafter erected on any vacant land shall be assigned by the City Engineer, upon request from the owner or occupant. The City Engineer shall keep a file of the assigned numbers, which file shall be open to inspection under the supervision of the City Engineer.
