The City Council shall prescribe fees to be paid by persons, political subdivisions, or any department, agency, board, commission, or institution of the state, for the acceptance, review and approval of plans and specifications pursuant to the OBC, for the making of inspections pursuant to the OBC, and/or for the issuance of any required permits or certificates of occupancy. No permit for the construction, alteration, or repair of any building or structure, nor any certificate of occupancy, shall be issued by the Chief Building Official until all required fees have been paid.
