§ 1040.02 VEHICLES IN PARKS.
   (a)   Use of Park Roadways; Speed Limits. Motor vehicles may be driven within or on park property only on the roadways provided, and no person shall drive any motor vehicle upon the grass or otherwise off the roadway unless the same has been approved as a part of a City-sponsored event or other event or activity for which a special event permit has been issued, in accordance with Section 1040.06 of this Chapter. Unless otherwise posted, the speed limit in all parks shall be ten miles per hour (10 mph).
   (b)   Yielding to Pedestrians and Emergency Vehicles. All vehicular traffic within any park shall yield the right-of-way to pedestrians. All vehicular traffic shall yield to any emergency vehicle or public safety vehicle.
   (c)   Use of Park Property.
      (1)   No person shall give, receive, or participate in compensated driver training within or upon park property.
      (2)   No person shall store, wash, wax, change the oil, or otherwise perform maintenance on any motor vehicle within or upon park property.
   (d)   Go-Karts, ATVs, and Snow Mobiles. No person shall operate within or upon park property any go-kart, all-terrain vehicle (ATV), buggy, snowmobile, or similar type of vehicle.
   (e)   Low-Speed Micromobility Devices, Skateboards, Bicycles, and Hoverboards.
      (1)   Low-speed micromobility devices, skateboards, and hoverboards shall be permitted in City parks unless otherwise posted. Low speed micromobility devices, skateboards and hoverboards shall not be used in parking areas and shall yield the right-of-way to pedestrians on all sidewalks and paths in the parks.
      (2)   Bicycles shall be permitted in City parks unless otherwise posted. Bicycles shall yield the right-of-way to all vehicles in parking areas and shall yield the right-of-way to pedestrians on all sidewalks and paths in the parks, except those set aside exclusively for the use of bicycles.
      (3)   Motorized and electric bicycles shall not be permitted upon any sidewalk or path in any City park and shall yield the right-of-way to all vehicles in parking areas.
   (f)   Motorcycles and Motorbikes. Motorcycles and motorbikes are permitted upon park roadways only as a means of conveyance to and from park property. Racing or "off-roading" of motorcycles, motorbikes, or other similar vehicles is prohibited.
   (g)   Parking. Parking of vehicles is permitted in designated areas only. No person shall leave a vehicle in a park overnight, except in cases of emergency. Any vehicle left in a park for forty-eight (48) hours or longer without notification to the City's Chief of Police of the reasons for leaving such vehicle may be impounded or towed by the City's Police Division, in accordance with Section 454.03 of the City's Traffic Code.
