The Finance Director is hereby authorized and directed to establish rules and regulations as required under this Chapter, or as may be necessary to carry out the purposes of this Chapter or any provision of the Streets, Utilities, and Public Services Code, and to assure the orderly and efficient administration of utility billing and the proper handling and resolution of any requests for adjustments or any billing disputes. Such rules and regulations shall be known as the "Utility Billing Rules and Regulations," shall be made available to the public on the City's website, and shall be kept up to date.
