For the purposes of this Chapter, the following definitions shall apply:
(a) "Construction" means the construction or new work where no work has previously been done.
(b) "Repair" means the relaying, rebuilding, reconstruction, or repair of old work, in part or as a whole.
(c) "Sidewalk" means any main or approach sidewalk, in most cases between the curb line and private property line, designed to be used by pedestrian traffic and open to the public.
