§ 1001.04 CURB CUTS; DRIVEWAY ACCESS POLICY.
   (a)   Permit Required. No person shall make any cut to any curb on any public street or way within the City without first having obtained a permit in accordance with Section 1001.02 of this Chapter.
   (b)   Driveway Apron. When the curb is cut for the purpose of installing a driveway apron, such driveway apron shall be constructed in accordance with the construction and material specifications prescribed by the City Engineer. The cutting of the curb, upon the issuance of the required permit, shall be done before the driveway is constructed or paved.
   (c)   Driveway Access Policy. The City Engineer shall establish a Driveway Access Policy setting forth the regulations for the location and design of all curb cuts, driveway aprons, and driveways, and the number of driveways/access points permitted per lot or parcel. Such Policy may also establish regulations regarding restricted movements, joint driveways, and median openings. Such Policy shall be based on sound engineering principles, the safety of the motoring public and pedestrians, and future roadway improvements based on the City's Thoroughfare Plan.
