§ 208.12  DISPOSAL OF PERSONAL PROPERTY.
   (a)   The city may dispose of personal property owned by the city and no longer needed for municipal purposes by private or public sale and with or without competitive bidding.
   (b)   Personal property of the city not needed for municipal purposes, as determined by the City Manager, and having an estimated value not exceeding twenty-five thousand dollars ($25,000) may be sold or traded by the City Manager.  City Council shall be notified of such sale or disposal.
   (c)   Personal property exceeding twenty-five thousand dollars ($25,000) not needed for municipal purposes shall be sold only upon authorization and direction by ordinance of the City Council.
   (d)   Personal property exceeding twenty-five thousand dollars ($25,000) not needed for municipal purposes shall be traded only upon authorization by motion of the City Council.
