(a) Acting Law Director. In cases where the Law Director is vacant from his or her office for a period of less than thirty (30) days due to vacation, illness or other leave, the Law Director may appoint special counsel to serve in his or her absence.
(b) Interim Law Director. Should a vacancy in the office of the Law Director occur, or during periods of temporary absence or disability of the Law Director lasting thirty (30) days or more, the City Council, by majority vote, may appoint special counsel to serve as the Interim Law Director to fill the temporary vacancy.
