No person shall construct, alter or repair any building or structure without first obtaining a permit therefor from the Code Enforcement Officer and paying the fees established as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances. The Code Enforcement Officer shall not issue any permits for the construction, alteration or repair of any building or structure until he or she has certified that the requirements of the Planning and Zoning Code and all applicable provisions of Chapter 1440 have been satisfied.
