§ 1064.04 AUTOMATIC DIALING OF CALLING DEVICES; SOUND OF ALARMS; RESET CAPABILITIES; EMERGENCY CONTACTS.
   (a)   Automatic dialing or calling devices. Alarm systems that automatically dial or call the Greene Central Communications Center must occur on a special telephone line designated for that purpose and shall comply with the following regulations:
      (1)   The total length of the recorded message being transmitted to the Greene Central Communications Center (including repetition of the message) shall not exceed 30 seconds in length.
      (2)   The recorded message being transmitted shall be repeated not less than three nor more than four times and shall have an automatic abort feature to ensure compliance herewith.
      (3)   The recorded message being transmitted shall incorporate language specifically identifying the message as a recording, with the balance of the message identifying, by street number and street name, the location of the emergency and the nature of the event (intrusion or fire) which caused the alarm system to activate. If the location of the event signaled by the alarm system is in a multi-family building, the message shall also identify, by number and floor, the particular dwelling unit, office unit or commercial unit in which the event occurred.
      (4)   The recorded message being transmitted shall be appropriate for the purpose for which the alarm system was installed, and the message, in its entirety, shall be intelligible and spoken in the English language.
      (5)   Each alarm system shall comply with applicable building codes and fire codes and with current city ordinances regulating electrical wiring and alarm installation.
      (6)   The use of tape dialers to transmit a fire alarm to the receiving station shall not be permitted. Only digital dialers meeting the requirements of the National Fire Protection Association Standard No. 71 shall be permitted for fire alarm systems.
   (b)   Sound of alarms; reset capabilities. Local alarms shall not resemble the sound of any emergency signal or civil defense alarm or siren in use by the Greene Central Communications Center. All local alarms, except fire alarm systems, shall have the capacity to reset themselves within 15 minutes from the time they are received.
   (c)   Emergency contacts.
      (1)   Every business alarm user shall have at least one person on the premises, at all times the business is occupied, who is knowledgeable in the operation of the suppression system and/or fire alarm system.
      (2)   Every business alarm user shall provide to the Greene Central Communications Center a current list of three emergency contact persons, including their names, addresses and telephone numbers, who are knowledgeable in the operation of the suppression, intrusion or fire alarm system and can provide access to the building or structure affected.
      (3)   Any change in emergency contacts shall be reported to the Greene Central Communications Center within ten days of such change.
