§ 1062.18 USE OF BIKEWAYS, TRANSPORTATION TRAILS AND LINEAR PARKS.
   (a)   The use of trails may include, but is not limited to, bicycles, walking, hiking, jogging, wheelchairs, scooters, snow skis, skates and skateboards. Only human-powered vehicles shall be used for transportation. Stunt maneuvers and operation in a manner unsafe to the operator or other trail users are prohibited.
   (b)   No person shall fail to obey any posted signs or signals. Pedestrians shall have the right-of-way, and cross traffic shall have the right-of-way at intersections.
   (c)   No person shall erect any sign in a park or attach any sign to property owned or controlled by the City, nor shall any person display any placard, notice, advertisement, circular, banner or statement of any kind in a park, other than on a vehicle. This division shall not apply to signs erected by the City or any sign, placard, advertisement, circular, banner or statement of any kind erected, attached or displayed with the written permission of the City.
   (d)   No motorized vehicles are permitted on the trails. The use of motorized wheelchairs is permitted by persons requiring such devices to be mobile. Emergency, public safety, law enforcement and maintenance vehicles are exempted from this division.
   (e)   Any person passing another person traveling in the same direction along any trail shall announce his or her intention to pass before doing so. No person shall pass another trail user in a manner which endangers himself or herself or other trail users.
   (f)   Camping or sleeping along the trails is not permitted, except where so designated and with a permit.
   (g)   Designated staging areas are provided along the trails to provide parking and facilities for tail users. Overnight parking shall be by permit only. Loitering in vehicles or in or about restrooms is prohibited.
   (h)   Stopping and parking on the paved portion of the trails is prohibited.
   (i)   Law enforcement, emergency, public safety and maintenance vehicles shall have the right-of-way on all portions of the trails. Trail users must yield to emergency traffic. Blocking safe passage of law enforcement, emergency, public safety and maintenance vehicles is prohibited.
   (j)   All vehicles using a trail shall be equipped so as to not endanger the operator or any other trail users. Trail users operating vehicles after sunset and before sunrise shall have their vehicle equipped with a front headlight and rear reflector to provide safe passage for the operator and other trail users.
   (k)   No person shall knowingly operate an unsafe vehicle on any bikeway, transportation trail or linear park. No person shall operate any vehicle or act in such a manner so as to endanger himself or herself, other trail users or private property owners.
   (l)   Lands adjacent to bikeways, transportation trails and linear parks are private property, except public parks and public staging areas. No person shall trespass from the trails onto private property.
   (m)   Quartering or grazing of livestock within the parks is prohibited, unless with special permission of the Director of Parks and Recreation or his or her designated agent.
   (n)   No person will adversely affect or interfere with an adjacent landowner's right to privacy.
   (o)   All trail users are subject to all applicable sections of the Ohio Revised Code, state law and local ordinances.
