(a) Each family or person occupying a separate residential unit, or an apartment within a multiple- family residence of four or fewer residential units, is responsible for contacting the Accounts Receivable Department to make arrangements for refuse collection.
(b) It shall be the responsibility of each commercial or industrial producer of refuse to arrange for the collection of such refuse by a method other than city collection, which method is in accordance with Greene County Combined Health District and Ohio EPA regulations.
