(a) All refuse and recycling not qualifying as a bulk item must be placed in a container that meets the specifications of the service provider.
(b) Each container should have a lid which shall be properly secured to prevent blowing litter and the intrusion of wildlife.
(c) Containers should be kept in good repair. Damaged containers should be repaired or replaced by the appropriate party.
(d) When the city must replace a container it may charge a replacement fee as established in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances.
