§ 1050.05 PRIORITY OF EXTENSION PROJECTS.
   The following factors may be considered in establishing the priority of extension projects:
   (a)   Whether the project is in furtherance of the city’s goals and objectives as established by Council;
   (b)   The degree of non-city financing and funding of the project;
   (c)   The degree and amount of city financing and funding of trunk and treatment facilities projects. Council has the exclusive right to determine whether the city shall finance/fund a project, and/or the extent of such city financing/funding of any such project;
   (d)   The potential for economic benefit and/or improvements to the quality of life for the city and its citizens; and
   (e)   Whether the water system and/or sewer system has or will have adequate capacity to serve the proposed development when needed.
