§ 1046.06 CONNECTION CHARGES.
   (a)   (1)   In addition to the permit and inspection fee specified in § 1044.05(b) and located in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances, all new users connecting to the Xenia sanitary sewer system shall pay either one or two connection charges as specified hereinafter.
         A.   One charge is a universal connection charge and shall be paid by all new users in the service area. It is a charge for acquiring equity in the city’s existing sewer system.
         B.   The second charge is a reimbursement connection charge and shall be paid only by those new users who benefit from facilities financed all or in part with city funds. It is designed to reimburse the city for each new user’s share of any cash advance made by the city to aid in the financing of a specific improvement constructed for the benefit of such user.
      (2)   Both of these charges are one-time charges and are to be paid at the same time an application is submitted for a sewer permit.
   (b)   Sewer connection charges shall be as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances.
   (c)   Reimbursement connection charges for each sewer improvement shall be as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances.
   (d)   Each user shall pay only one reimbursement connection charge, except those users of the Country Club/Kinsey Road sewer extension and the Timber Ridge sewer extension. In the event of future sewerage improvements, which are financed either all or in part with city funds, a reimbursement connection charge will be established by the city for each improvement.
   (e)   An applicant whose premises are not supplied with water by the city, but who wishes to use the sanitary sewer services supplied by the city, shall pay the connection charges listed above based on the estimated maximum rate of flow and in accordance with the following schedule:

   (f)   (1)   Any applicant whose property does not abut an existing sanitary sewer facility shall, at his or her own expense, construct such trunk and/or lateral facility as may be directed by the city.
      (2)   Upon completion of the facility to the satisfaction of the city, such facility shall become the property of the city and be subject to all rules and regulations applicable.
   (g)   In any area where no sanitary sewer facilities of any kind exist, an applicant may contract with the city for the construction of such facilities.
