(a) User Charge.
(1) A sewer user charge shall consist of a uniform rate applied to the amount of water used, expressed in gallons, unless an approved sewer meter is installed.
(2) The user charge is payment to the City, by all recipients of sewer service, for the treatment of normal or less than normal strength wastewater.
(b) Extra Strength Surcharge. For wastewater which exceeds normal strength, the user shall pay extra strength surcharges as specified under Section 1046.05.
(c) Debt Service Charge. The debt service charge is payment to the City by all recipients of service and is designed to cover all debt service requirements incurred as a result of constructing required capital improvements, as well as expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary to maintain the capacity and performance, during the service life of the treatment works, for which such works were designed and constructed.
