§ 1046.01 PURPOSES; SCOPE.
   (a)   The purposes of this chapter are:
      (1)   To establish user charges which shall meet the requirements of the U.S. Environmental Protection Agency, as published in the Federal Register, 8-21-1973, Volume 38, Number 161, and which shall generate sufficient revenue to meet all operation, maintenance and equipment replacement costs;
      (2)   To establish charges which will generate sufficient revenues to meet all existing debts service requirements;
      (3)   To establish extra strength surcharges for wastewaters exceeding the strength of normal strength wastewater, including an industrial waste surveillance charge to cover the cost of monitoring all industrial wastewaters discharged to the sanitary sewer system; and
      (4)   To establish connection charges for all new users in the service area connecting to the Xenia sanitary sewer system.
   (b)   Every person whose premises are served by a connection to the sanitary sewer system, which connection discharges sanitary wastewater, industrial wastewater, cooling water or other liquids, either directly or indirectly, into the sewerage works facilities under the jurisdiction of the city, will be charged for the use of such facilities. The sewer service charges shall be applied to each and every premises discharging to the sanitary sewer system, and the charges shall be as specified in this chapter.
