§ 1042.33 FAILURE OF METER; ESTIMATED BILLING.
   (a)   If a meter has failed to register the amount of water consumed, the bill for the quarterly period shall be estimated in the following manner:
      (1)   If a new meter has been set, the consumption shall be estimated from the amount consumed during the period when the new meter was in service.
      (2)   If a new meter has not been set, the consumption shall be estimated from the amount consumed during the similar quarter or month of the preceding year.
   (b)   Estimated bills will be corrected if the consumer makes a request for correction within the twentieth day after the billing date and presents evidence satisfactory to the Division of Water and Wastewater that the conditions in the quarter covered by the estimated bill differ from the conditions maintained during the period used as the basis for the bill.
