(a) All properties shall be metered. Where more than one family unit or the commercial equivalent thereof is in a single property, as long as a meter is in service, whether in use or not, the customer and the property owner shall be liable for the minimum charge.
(b) Motels and hotels shall have one minimum charge based upon the size of service, provided that no unit therein shall have more than one set of bathroom fixtures. The inclusion of any plumbing, other than one bathroom facility, shall constitute a full household unit.
