(a) All water customers shall pay a uniform usage charge as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances.
(b) Minimum charges shall be made in order to assure that sufficient revenue shall be available to cover minimum fixed costs. The charges are as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances.
(c) For multi-family units, the minimum charge shall be as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances.
(d) The water rates provided for in this section shall be reviewed by the Director of Public Service during the month of February of each year, and the results and any recommendations relative to the rate structure shall be submitted to the City Manager by March 1 for presentation to the City Council.
