Fire hydrants shall be installed by the Division of Water and Wastewater when so ordered by the City Manager and at points designated by him or her. Repairs shall be made in the same manner. It shall be the duty of the Fire Chief to inspect fire hydrants as frequently as may be necessary and to recommend to the City Manager such additions, repairs or replacements as are needed. All labor and material are to be charged to the Department of Public Service.
