On receipt of the plumber’s return, the Division of Water and Wastewater shall cause an inspection to be made before the pipe connections are covered. If the work is found to be in any way irregular or at a variance with the provisions of this chapter, the water shall not be turned on until all such irregularities are corrected. The Code Enforcement Officer must also check the return against the connections or fixtures as found, after which the water works records shall be made to conform therewith. The Code Enforcement Officer shall not issue an occupancy permit until the curb stop is installed and visible, until a water meter has been installed according to city specifications and until water is available in the system.
