All curb boxes will be placed by the Division of Water and Wastewater at the established grade. If the ground surface surrounding a curb box does not conform to the established grade, it shall be the duty of the property owner to fill in around the curb box to prevent accidents of any kind, and he or she shall indemnify the city against any damage or expense occasioned from not complying with this section.
