Service branches shall be installed by the Division of Water and Wastewater at the expense of the consumer, to the stop box in all streets where mains are installed, except where a street is being improved by paving, where all services must be renewed with Type K copper pipe, or other material, as approved by the Director of Public Service, in which case the cost of services will be considered a part of the street improvement and assessed against the property owner as a part of the improvement.
