When temporary services are extended beyond the end of a main on any street, it shall be agreed that when the main is extended, as provided in this chapter, the consumer will tie onto the new service that may be provided and discontinue the temporary service. The temporary service will not exempt the consumer from paying his or her proportion of the assessment for the extension of the main.
