The Director of Finance is hereby authorized to appoint collection agents within the City who may collect, on behalf of the City, utility bills rendered by the City. The collection agents shall enter into a written agreement with the City, which agreement shall provide for the payment of a reasonable collection fee to the agents and shall set forth the terms and conditions under which collections shall be made and paid to the Finance Director. Each collection agent so appointed shall furnish a bond in the amount of the average daily collection of the preceding year, or in the amount of at least one thousand dollars ($1,000), if the average daily collection is less than one thousand dollars ($1,000) or in the case of a new collection agent.
