§ 1040.07 LIENS FOR UNPAID UTILITIES BILLS.
   An unpaid utilities bill may be made a lien upon the real property serviced by the City for utilities including sewer, water, sanitation, and stormwater management services. If the utilities bill is not paid as hereinbefore provided, it may be certified to the County Auditor by a certificate signed by the Director of Finance. The County Auditor shall then place the same on the tax duplicate, wit interest and penalties allowed by law, including a fifty-dollar ($50) assessment charge, and the same shall be collected as other taxes are collected.
