The Director of Finance may grant an extension of time for the full payment of a utilities bill, not to exceed forty-five (45) calendar days from the due date, in cases of indigency, poor relief and similar conditions, based on policies approved by the City Council. In cases where the amount of a bill for utility services at a property for a particular billing period exceeds the average billing amount per billing period for the prior year or part thereof by four hundred percent (400%) or more, the Finance Director may grant an extension of time for full payment of the bill, not to exceed one hundred eighty (180) calendar days from the due date, with a written payment plan agreement.
