§ 1026.02 OVER-THE-STREET BANNER PROGRAM.
   (a)   Purposes. The purposes of the Over-the-Street Banner Program are:
      (1)   To allow the promotion of community-wide events and events open to the public, which are hosted or sponsored by registered charities, nonprofits or governmental entities, through the installation of properly designed and installed over-the-street banners;
      (2)   To allow registered charities, nonprofits, educational agencies or governmental entities to display or promote messages regarding the mission or function or said agencies or entities through the installation of properly designed and installed over-the-street banners;
      (3)   To assure that the City and its taxpayers are protected by requiring at least One Million Dollars in insurance coverage and/or indemnification from the applicant whose banner is approved and installed by the City; and
      (4)   To create an effective administrative process to manage the Street Pole Banner Sponsorship Program.
   (b)   Duties of the City Manager. The City Manager is hereby authorized and directed to establish an administrative process, policies, guidelines and fees to implement and carry out the Over-the-Street Banner Program consistent with the purposes of such Program. The fee is set forth in the fee schedule in Part Two, Title Twelve, Section 298.01(e) of these Codified Ordinances.
