All construction occurring in the city must conform to the specifications contained in the City of Xenia Materials and Construction Specifications Manual, dated February 2007 (with amended language presented to City Council on April 26, 2007), on file in the office of the City Engineer, the provisions of which are hereby adopted by reference and made a part hereof as if fully set forth herein.
