§ 1020.07 REPAIR AND MAINTENANCE OF ALLEYS.
   The following policy represents the policy of the City of Xenia, Ohio, regarding the repair and maintenance of all alleys within the City of Xenia, Ohio:
   (a)   Each calendar year, commencing in 1994, the street resurfacing program will be utilized for alley resurfacing, with a range of five to ten percent of the funds in the street resurfacing program to be utilized for alley repair and maintenance.
   (b)   The following factors will be considered in determining which alleys should be repaired or maintained:
      (1)   The volume of traffic on the alley;
      (2)   The general condition of the alley; and
      (3)   Whether the alley abuts a private residence and is used primarily for rear access to the residence.
   (c)   In addition, commencing in 1994, the City Engineer will divide the city into quadrants and will review the alley system in one quadrant annually, with the goal of vacating all alleys that are unimproved and unused by the public and/or that operate primarily as the equivalent of a private driveway. This will assure that a review will be completed in the city every four years.
   (d)   Speed limits in alleys will continue to be 15 miles per hour, as provided by law, but the City of Xenia will not post speed limit signs in alleys.
