The City Manager shall compel the construction of sewer and water connections in view of contemplated street improvements in all cases where a street is to be torn up for paving, repaving, surfacing, resurfacing or other similar improvement. Such action shall be taken in accordance with the provisions of Ohio R.C. 727.05.
