(a) No person shall dig, trench, excavate, grade, tunnel or do any work in, over or under any street, sidewalk or other public ground within the city without first obtaining a permit therefor from the Director of Public Service.
(b) No person shall break the pavement of a newly paved street within five years of the date of installation of the paving for any purpose, except emergency repairs.
