§ 886.02 ESTABLISHMENT OF COMMUNITY REINVESTMENT AREAS.
   (a)   Community Reinvestment Area No. 1.
      (1)   The boundaries of Community Reinvestment Area No. 1 are hereby established and described as follows:
         Commencing at the northwest corner of 1412-1414 North Detroit Street (Greene County Parcel ID M40000100030003200) and bordering a 13.15-acre parcel owned by the Board of Greene County Commissioners and part of the Fairgrounds Recreation Center property;
         Then following the northern boundaries of 1412-1414, 1452 and 1443 North Detroit Street and parcel M40000100040015400 containing the Little Miami Scenic Trail, turning southward along the east boundary of said Trail parcel to the southwestern corner of the Meadowbrook Section 2 subdivision, then following the southern boundary of said subdivision to western boundary of Country Club Estates, Section 4, then generally southward along the western/ northwestern boundaries of Country Club Estates, Sections 3 and 4 and Meadowbrook, Section 7, to the Wilson Drive/Meadow Lane intersection, then following Wilson Drive westward to its intersection with the Little Miami Scenic Trail;
         Then proceeding southward along the east boundary of the Little Miami Scenic Trail to the northwest corner of Shawnee Village, Section 1, and then eastward along the northern boundaries of Shawnee Village, Section 1, Lots 85-93, then south along Sutton Drive to its intersection with Weaver Street, then west on Weaver Street to North Park Drive, following North Park Drive to Detroit Boulevard, turning south along Detroit Boulevard to Church Street, following Church Street east to Corwin Avenue, then proceeding eastward along the northern boundaries of parcels with frontage on East Church Street, plus a triangular southern section of 215 North Monroe Street (Greene County Parcel ID M40000200050031500) and 318 East Church Street (Greene County Parcel ID M40000200050031800) to its intersection with North Columbus Street, then following the northwestern boundaries of parcels with frontage on the north side of North Columbus Street to the southern parcel boundary of 626 North Columbus Street, then proceeding eastward along said boundary to the southern parcel boundary of 599 North Columbus Street, following said boundary as well as the northern boundaries of the subdivisions of McGarey's Addition, Weatherholt 1st/2nd/3rd, Smith E Et Al, Drake and Nichols Addition, Greene County Parcel ID M40000200070001300, and Lexington Park to the eastern boundary of the City of Xenia;
         Following said boundary southward to 1230 East Main Street (Greene County Parcel ID M40000200090004500), along the north/east/south boundaries of said parcel, then again following the boundary of the City of Xenia southward to the Ohio-to-Erie Bike Path, then proceeding westward along the Ohio-to-Erie Bike Path to South Columbus Street, proceeding southward along South Columbus Street to the northern boundary of 383 South Columbus Street, following said boundary eastward and along the northern boundaries of 456/476 Hill Street, then following Hill Street eastward to Eavey Street, then following Eavey Street south to the boundary of the City of Xenia but including 501-539 Eavey Street and a portion of 549 Eavey Street, then following the boundary of the City of Xenia southwestward to South Columbus Street, then following South Columbus Street southward to Dowdell Avenue but including 735-745 South Columbus Street, then following Dowdell Avenue southwestward to Home Avenue, then following Home Avenue northwestward to the Wolfe D. K. Addition subdivision, then following the eastern boundary of said subdivision, the eastern boundary of the Home Park Addition subdivision, and the eastern and southern boundaries of the Lake View Park Subdivision to South Detroit Street;
         Then following the northern/eastern boundaries of 1058 South Detroit Street and the eastern boundary of Miller and Sols Addition, Lot 1B, to the southern boundary of Sols Plat, following said boundary westward to and including Miller and Sols Addition Lot 2A, following the southern boundaries of the Millers Addition and Hooven and Allison subdivisions to Cincinnati Avenue, then following the southwestern boundary of 858 Cincinnati Avenue northwestward to the Little Miami Scenic Trail, then following said trail and then the eastern boundary of parcel M40000100160003400 to Elm Street, then following Elm Street to Walnut Street, then following Walnut Street northward to Bellbrook Avenue, then following Bellbrook Avenue westward to and including 522 Bellbrook Avenue, then proceeding north along the western boundaries of parcels with frontage on the west side of South Allison Avenue, then including 845/855 Trumbull Street and then Trumbull Street westward to its terminus, then following the southern boundaries of parcels with frontage on the south side of West Second Street to the eastern boundary of Cherry Grove Cemetery, then to West Second Street and following said street to the western boundary of Layne Subdivision Number 4, Part B, then following said western boundary generally northwestward to the south right-of-way line of Prouty Drive;
         Then following the southern right-of-way line of Prouty Drive to and including Lot 19 of the Progress Center, Phase 3A, subdivision, then following the north right-of-way line of Prouty Drive to the southwest corner of Layne Subdivision, Number 4, Part C, following the western then northern boundary of said subdivision, then crossing West Main Street to the westernmost corner of the Gregson Addition, Section 2, subdivision, following the northern boundary of said subdivision to the boundary of the City of Xenia, proceeding east and then generally north along said boundary to the northwestern corner of Layne Subdivision, Number 6, following the northern boundary of said subdivision and of Layne Subdivision, Number 1, to the northwestern corner of Woodland Cemetery, then following the western and generally southern boundary of said cemetery property, crossing a former railroad parcel to and including the north and east boundary of Beall and Perkins Addition, Lot 10, then southward along the Creekside Trail parcel to and including the south boundary of Beall and Perkins Lots 11-16, then along West Church Street to and including the rear lot line of lots fronting on the west side of North Detroit Street from West Church Street to West Ankeney Mill Road, then to the northwest along West Ankeney Mill Road to and following generally the southeastern, eastern and southern boundaries of the Greene County Fairgrounds and Fairgrounds Recreation Center parcels to the eastern boundaries of the Family Acres subdivision, then following the northern boundary of the Bertarose subdivision, then following the rear lines of lots fronting on the west side of North Detroit Street, back to the point of commencement.
      (2)   It is the finding of City Council that the area included in the description of Community Reinvestment Area No. 1 is one in which housing facilities or structures of historical significance are located and new housing construction and repair of existing facilities or structures are discouraged.
