§ 886.02 BBOUNDARIES OF COMMUNITY REINVESTMENT AREAS.
   (a)   The boundaries of Community Reinvestment Area No. 1, as shown in Exhibit A, attached to original Resolution 85-G, passed August 8, 1985, are hereby described as follows:
   Commencing at the corner of West Second Street and South Detroit Street, specifically including parcels 99 to 101 (Book 1, page 9), thence southwest along the alley between Second and Third Streets, thence south to South Galloway to the railroad track, thence southeast on to Home Avenue, thence northeast on parcel 34 (Book 2, page 14), thence west along the north boundaries of parcels 34, 33, 217, 216 (Book 2, page 13), thence north along the east boundaries of parcels 278, 206, 53, 54, 6 (Book 2, page 13) and parcel 370 (Book 2, page 12), and on to Whiteman Street, thence to the place of beginning on East Second Street.
   (b)   The boundaries of Community Reinvestment Area No. 2, as shown in Exhibit B attached to Ordinance 15-57, are hereby established in the following described area:
   Commencing at and including Lots 17 and 18 of the Progress Center Phase 3 subdivision and the South Progress Drive right-of-way across the width of said lots, including the Prouty Drive right-of-way between Progress Drive and the southwest corner of Layne Subdivision Number 4 Part C, following the western then northern boundary of said subdivision, then crossing West Main Street to the westernmost corner of the Gregson Addition Section 2 subdivision, following the northern boundary of said subdivision to the boundary of the City of Xenia, proceeding east and then generally north along said boundary to the northwestern corner of Layne Subdivision Number 6, following the northern boundary of said subdivision and of Layne Subdivision Number 1 to the northwestern corner of Woodland Cemetery, then following the western, and generally southern boundary of said cemetery property to the northern boundaries of parcels with frontage on and/or access from the north side of West Market Street west of West Church Street, then following West Church Street and then East Church Street eastward until its intersection with Edison Boulevard, then following the northern boundaries of parcels with frontage on East Church Street eastward to its intersection with North Columbus Street, then following the northern boundaries of parcels with frontage on the north side of North Columbus Street to the southern parcel boundary of 626 North Columbus Street, then proceeding eastward along said boundary to the southern parcel boundary of 599 North Columbus Street, following said boundary as well as the northern boundaries of the subdivisions of McGarey's Addition, Weatherholt 1st/2nd/3rd, Smith E Et Al and Drake and Nichols Addition; then proceeding along the northern boundary of Lexington Park to the eastern boundary of the City of Xenia, following said boundary southward to the Ohio-to-Erie Bike Path but including 1230 East Main Street, then proceeding westward along the Ohio-to-Erie Bike Path to South Columbus Street, then proceeding southward along South Columbus Street to Hill Street but including parcels 383 South Columbus Street and 456/476 Hill Street, then following Hill Street eastward to Eavey Street, then following Eavey Street south to the boundary of the City of Xenia but including 501-539 Eavey Street and a portion of 549 Eavey Street, then following the boundary of the City of Xenia westward to South Columbus Street, then following South Columbus Street southward to Dowdell Avenue but including 735-745 South Columbus Street, then following Dowdell Avenue southwestward to Home Avenue, then following Home Avenue northwestward to the Wolfe D. K. Addition subdivision, then following the eastern boundary of said subdivision, the eastern boundary of the Home Park Addition subdivision, and the eastern and southern boundaries of the Lake View Park Reedland Subdivision to South Detroit Street; then following the northern boundaries of 1058 South Detroit Street and parcel M40000100120026400, then following the southern boundaries of the Millers Addition and Hooven and Allison subdivisions to Cincinnati Avenue, then following the southern boundary of 858 Cincinnati Avenue westward to the Little Miami Scenic Trail, then following said trail and then the eastern boundary of parcel M40000100160003400 to Elm Street, then following Elm Street to Walnut Street, then following Walnut Street northward to Bellbrook Avenue, then following Bellbrook Avenue westward to 522 Bellbrook Avenue, then proceeding north along the western boundaries of parcels with frontage on the west side of South Allison Avenue, then including 845/855 Trumbull Street and then Trumbull Street westward to its terminus, then following the southern boundaries of parcels with frontage on the south side of West Second Street to the eastern boundary of Cherry Grove Cemetery, then following West Second Street to the western boundary of Layne Subdivision Number 4 Part B, then following said western boundary generally northwest to Prouty Drive. Excluding the City of Xenia Community Reinvestment Area Number One.
      (1)   The Community Reinvestment Area is approximately depicted as the outlined area on the map attached to this Ordinance (see Exhibit B) and by this reference incorporated herein.
      (2)   Only residential, commercial and/or industrial properties consistent with the applicable zoning regulations within the designated Community Reinvestment Area will be eligible for exemptions under this Program.
      (3)   All residential properties identified in Exhibit B as being within the designated Community Reinvestment Area are eligible for this incentive. Commercial or industrial properties may be eligible, based upon a specific determination of Council. This proposal is a public/private partnership intended to promote and expand conforming uses in the designated area. As part of the project, the City of Xenia intends to undertake supporting public improvements in the designated area.
