(a) The funds collected under the provisions of this chapter shall be allocated in such manner as prescribed by ordinances adopted by the City Council.

(b) The proceeds from the one-quarter of one percent increase of the income tax rate and the proceeds resulting from changes in the credit for tax paid to another municipality shall be used solely for the purpose of employing additional police and fire personnel.
