(a) Prior to the use and operation of any vehicle as a taxicab under the provisions of this chapter, the vehicle shall be thoroughly examined and inspected by a licensed dealer and found to comply with all of the applicable provisions of the Ohio Revised Code and these Codified Ordinances regarding vehicle equipment and maintenance, so as to ensure public safety.
(b) Every vehicle operating as a taxicab under the provisions of this chapter may be subject to periodic inspection by the Division of Police of the city at such intervals as it shall deem necessary to ensure the continued maintenance and safe operating condition of such vehicle.
(c) Every vehicle operating as a taxicab under this chapter shall be kept in a clean and sanitary condition.
