(a) No canvasser, solicitor, peddler or agent thereof shall engage in business within the city without complying with the provisions of this chapter.
(b) The license required of this chapter shall not apply to the owner of any product of his or her own raising, or the manufacturer if any article manufactured by him or her, producers of agricultural products or to solicitors or canvassers for, or distributors of, perishable food or newspapers. Further, peddlers, solicitors and canvassers for religious, charitable, educational or nonprofit community service groups and organizations shall not be subject to the provisions of this chapter. Also, the provisions of this chapter shall not be applied so as to violate the provisions of Ohio R.C. 715.63 or any other comparable state or federal law.
(c) The license required of this chapter shall not apply to any person acting to disseminate ideas, thoughts, or messages regarding any cause, issue, religion, or political candidate as long as such canvassing does not include the violation of any local, state, or federal law.
