It shall be the duty and responsibility of the City Manager for the City of Xenia or such persons as may be designated by the City Manager to administer the provisions of this chapter. Pursuant to this duty the City Manager or such designee shall issue, renew, deny, suspend or revoke massage practitioner and massage establishment licenses as required by this chapter.
