(a) Any civic organization desiring to sponsor a promotional event or program in the downtown business area of the city shall give 15 days written notice to the City Manager of such desire.
(b) Upon the receipt of the notice by the City Manager, he or she may, in his or her discretion, cause the suspension of the enforcement of the operation of such ordinances as are necessary to carry out the promotional project on the sidewalks and streets of the city.
(c) The suspension of enforcement of ordinances shall in no way affect the operation or legal effect of any other ordinances of the city.
(d) Fifteen days from a written request from a civic organization, the City Manager may, during the Christmas holiday season (normally the period between Thanksgiving and New Year’s Day), “Old Fashioned Days,” “July Sidewalk Sales” and other such promotional events, suspend the requirement of coin deposits in certain designated parking meters within the city as required by § 454.03 of these Codified Ordinances. Such waiver of coin deposits is not, however, a waiver of the parking time limits prescribed on the parking meters. All other provisions of § 454.03, except for the requirement of the coin deposit, shall remain in full force and effect.
