(a) The City Manager may issue a license upon certification by the Fire Chief that all laws, ordinances, regulations and proper practices governing fire and safety have been or will be complied with, and upon certification by the Director of Public Service and the Greene County Combined Health District that water connections and sewer connections are adequate for the number of people working and assembling on the premises and that all laws, ordinances and sanitary and health regulations have been or will be complied with.
(b) No residential trailer shall be permitted on the premises and no person shall be permitted to sleep or reside on the premises. Night watchmen must be provided at the expense of the licensee, who shall be subject to approval by the City Manager.
