The City Manager is hereby authorized to grant and issue a license to any person for the distribution and posting of advertising matter upon payment of a license fee as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances for each day such person is so engaged. Any part of any calendar day shall be deemed a full day for the purposes hereof, and a license shall be required for each person so engaged in the actual distribution and posting of advertising matter.
