§ 804.01 LICENSE REQUIRED.

No person shall post bills, distribute handbills containing advertising matter, or tack cards containing advertising matter, within the city, relating to any article, compound or thing which has not been manufactured or compounded within the city, without first having obtained a license therefor from the City Manager.
