(a) Duty of Owner or Occupant.
(1) No owner or occupant of lots or lands abutting any sidewalk, curb or gutter shall fail to keep the sidewalks, curbs and gutters free from snow, ice or other nuisance and to remove from such sidewalks, curbs or gutters all snow and ice accumulated thereon within a reasonable time, which will ordinarily not exceed twelve (12) hours after any storm during which the snow and ice has accumulated.
(2) Every owner or occupant of any lot or land upon which a public sidewalk is located shall clear the whole sidewalk of snow and ice.
(3) If, from any cause, it shall be impossible to remove all the snow and ice which may adhere to such sidewalk, then every such owner or occupant shall cover such snow or ice that remains with a coating of salt, sand, or other substance as may be necessary to render travel safe and convenient for pedestrians.
(b) Piling of Snow on Sidewalk or Street Prohibited. No owner or occupant of any lot or land fronting on any street of the City shall pile snow on any public sidewalk or street or public way, except that snow accumulating on a sidewalk may be piled on the park strip between the outer edge of the sidewalk and the curb. In areas where there is no such park strip, snow which has accumulated on the sidewalk may be piled along the curb of the street so long as such pile does not infringe upon the street or other public way or create any hazard, including visibility issues, for the motoring public.
(c) Penalties.
(1) Whoever violates any provision of this section shall be guilty of an unclassified misdemeanor and shall be fined not less than one hundred fifty dollars ($150). A separate offense shall be deemed committed each day during which or on which a violation occurs or continues.
(2) Whoever violates any provision of this section shall be liable to the City for any expense, loss or damage occasioned by the City by reason of such violation, in addition to the penalty provided in division (c)(1) hereof.
