(a) It is the right of any owner, manager or operator and his or her employees to inform persons violating this chapter of the appropriate provisions hereof.
(b) Any person who wishes to file a complaint hereunder may do so with the Police Division. The Chief of Police, through a person designated by him or her, shall implement the enforcement by first issuing a letter pointing out the requirements of this chapter.
(c) If the letter fails to bring about compliance with this chapter, then a formal complaint may be filed in the Xenia Municipal Court.
