The rights and needs of those who wish smoke-free air are hereby recognized, and the health, safety and welfare of the residents of the city require the regulation of smoking in enclosed places of public assembly and certain places of employment. It is the purpose of this chapter to incorporate herein regulations governing smoking in places of public assembly, as set forth in Ohio R.C. 3791.031.
